The Opportunity
We are seeking a visionary Lead Business Architect to join the Enterprise Architecture function of a high-profile UK Financial Regulator. This is a critical, senior-level appointment focused on translating complex regulatory strategy into actionable Target Operating Models (TOMs).
Working within a collaborative squad of technical and business architects, you will lead architectural activity for massive, high-complexity strategic initiatives. You won't just be drawing diagrams; you will be deconstructing multi-divisional problems and influencing how the UK’s financial markets are supervised and governed.
What You’ll Be Doing

Strategic Translation: Take high-level vision from Supervision, Policy, and Enforcement divisions and translate it into practical business architecture products and services.

Operating Model Design: Own the end-to-end delivery of Target Operating Models (TOMs), capability models, value stream maps, and high-level designs.

Senior Influence: Provide expert assurance and recommendations to the Senior Leadership Team (SLT) and various Design Authorities to resolve cross-divisional impacts.

Innovation Leadership: Identify opportunities for business innovation, driving "quick wins" and shaping design proposals that align with the long-term business roadmap.

Squad Leadership: Serve as a senior mentor and potential Squad Lead, providing oversight and guidance to Associate Business Architects and contributing to the wider Community of Practice.

Change Mobilization: Conduct market and value assessments to articulate the scale of change and the transition required to reach a future "target state."
The Profile
The ideal candidate is a "grounded creative"—someone who can use rigorous analysis frameworks to solve problems in an environment of uncertainty and imperfect information.
Must-Haves (Minimum Criteria):

Proven Track Record: Deep experience as a Business Architect within Professional Services, Financial Services, or a Regulated/Public Sector environment.

TOM Expertise: Demonstrable experience designing Target Operating Models for large-to-medium scale organizations.

Strategic Analysis: Experience using customer and value assessments to shape business architecture in support of corporate strategy.

Communication & Gravitas: Exceptional negotiation skills with the ability to build consensus among senior stakeholders on complex, detailed solutions.

Mentorship: Experience providing oversight and guidance to more junior or associate architects.
Technical Skills & Frameworks:

Methodologies: Expert knowledge of TOGAF or BizBoK.

Architecture Tooling: Proficiency in Enterprise Architecture modeling tools.

Core Concepts: Mastery of capability mapping, value chain analysis, and value creation models.

Facilitation: A high-level facilitator with active listening skills, able to orchestrate collaboration across diverse business units.
